Commerce ministry faces setback as ECC’s decision on precious metals trade reinstatement goes unratified

The Ministry of Commerce has failed to secure ratification of the Economic Coordination Committee’s (ECC) decision to reinstate Statutory Regulatory Order (SRO) 760, which governs the import and export of precious metals, gemstones, and jewellery in Pakistan, Business Recorder reported.

On October 24, 2025, the ECC, chaired by Finance Minister Senator Muhammad Aurangzeb, approved the revival of SRO 760. However, the Ministry of Commerce has not yet moved forward with the formal process, leading to concerns over unnecessary delays in the export sector.

SRO 760 was originally suspended for a 60-day period, expiring on July 8, 2025. Under the suspension’s terms, the SRO was legally due for reinstatement on July 5, but the process has faced repeated delays. 

The stakeholders questioned the government’s failure to act in a timely manner. 

Prior to the suspension, Commerce Minister Jam Kamal Khan assured the All Pakistan Small Gems Jewellers & Tools Association (APSGJTA) that SRO 760 would soon be reinstated. He had expressed satisfaction with the industry’s feedback during consultations.

With the Prime Minister’s Office backing the move, formal approval from the ECC is now awaited to restore the legal framework for the gold and jewellery trade.

In the meantime, the Ministry’s Sectoral Council for Gems and Jewellery is set to meet on November 19, 2025, to discuss ongoing issues in the sector.
