Ministry of Industries launches first electronic balloting for electric two- and three-wheelers

Pakistan’s Ministry of Industries & Production, in collaboration with the Engineering Development Board (EDB), held the first-ever electronic balloting for the Pakistan Accelerated Vehicle Electrification (PAVE) Scheme on Wednesday. The scheme aims to allocate subsidised electric two- and three-wheelers to citizens across Pakistan, including Gilgit-Baltistan and Azad Jammu & Kashmir.

A total of 269,161 applications were received for the subsidised vehicles, with 40,000 applicants selected for electric two-wheelers and 1,000 for electric three-wheelers. 

The e-balloting, conducted through the PAVE Online Portal, was overseen by a designated Balloting Oversight Committee to ensure transparency and fairness in the process. Applicants can check their results via their CNIC or application ID.

Following the e-balloting, the subsidies will be distributed according to the following scheme: Rs 50,000 for two-wheelers purchased through bank leasing and Rs 80,000 for self-financed purchases. For electric three-wheelers, the subsidies will be Rs 200,000 for bank-leased vehicles and Rs 400,000 for self-financed purchases.

Federal Secretary for Industries and Production, Cap (r) Saif Anjum initiated the first E-Balloting of Ev Bikes, Scotty and Rikshaws, Islamabad on October 1, 2025.

Federal Secretary for Industries and Production, Saif Anjum, emphasized that this initiative is a crucial part of Pakistan’s plan to reduce its reliance on imported fuel, aiming for annual savings of $1 billion. 

He also noted that the transition to electric vehicles (EVs) would help reduce carbon emissions by 4.5 million tons by 2030, contributing to a cleaner environment and lower health costs related to pollution.

Anjum further highlighted that the PAVE Scheme is aligned with Pakistan’s National Electric Vehicle Policy (NEVP), which targets 30% of all new vehicles sold in Pakistan to be electric by 2030.

The scheme is expected to generate more than 100,000 green jobs, stimulate local manufacturing, and strengthen Pakistan’s industrial base. Additionally, pilot projects under the PAVE initiative are already underway, including the digitization of power distribution networks and renewable energy integration.

“This scheme marks the beginning of Pakistan’s green transport revolution,” said Anjum, stressing that the first phase of the e-balloting was completed through a secure and transparent digital system. He emphasized that the PAVE Scheme would pave the way for affordable, clean mobility, reduced oil imports, and sustainable job creation across the country.

In conclusion, the PAVE Scheme represents a decisive step towards Pakistan’s green industrialization and clean mobility goals, reinforcing the country’s commitment to achieving sustainable development objectives.
