The federal government has earmarked Rs9 billion for the Pakistan Accelerated Vehicle Electrification (PAVE) scheme in the current fiscal year, with subsidies planned for the purchase of around 116,000 electric bikes and 3,000 electric rickshaws and loaders.
The initiative is part of the New Energy Vehicle (NEV) Policy 2025–30, which was approved by the Federal Cabinet on August 26. The policy introduces a comprehensive framework combining consumer incentives with infrastructure development to promote sustainable transport and reduce dependence on fossil fuels. It was unveiled by the Minister for Industries and Production, who underscored its importance in strengthening local EV manufacturing.
Explaining details during the Senate Question Hour, State Minister for Railways, Finance and Revenue Bilal Azhar Kayani said the government’s aim is to accelerate EV adoption while supporting indigenous production capabilities.
To back the growing EV ecosystem, the government is also putting in place a nationwide regulatory and operational framework supported by Viability Gap Funding (VGF). As part of this plan, 3,000 EV charging stations are to be set up across Pakistan by 2030.
