ISLAMABAD:Minister of State for IT and Telecommunication Shaza Fatima Khawaja on Wednesday announced that the government will soon launch a Data Exchange Layer, developed in collaboration with NADRA, to enable secure and real-time data sharing across government institutions.
She made the announcement while addressing the 26th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-26), hosted by the Pakistan Telecommunication Authority (PTA) in Islamabad under the auspices of the Asia-Pacific Telecommunity (APT).
Speaking as the Chief Guest at the inaugural session, held at Serena Hotel, Shaza Fatima reaffirmed Pakistan’s commitment to advancing regional digital cooperation and sustainable ICT growth.
She highlighted several major digital initiatives, including ongoing work on a National Fiberization Policy to remove barriers to broadband expansion, and preparations for a 600 MHz spectrum auction aimed at improving high-speed internet and supporting 5G readiness.
The Minister further shared that the long-awaited Mobile Virtual Network Operator (MVNO) framework is nearing final approval, which will pave the way for new entrants into the telecom market, enhancing competition and innovation.
During a panel discussion, Mudassar Hussain, Head of Public Policy and Regulatory Affairs at Jazz, stressed that spectrum pricing must be rationalized to support business viability and long-term digital growth. He said, “Spectrum should be treated as digital infrastructure, not a short-term revenue source.”
He added that Pakistan’s telecom sector, despite being an essential utility, continues to face one of the highest tax burdens in the region, urging policy coherence on connectivity, taxation, and digital public services to drive the country’s economic transformation.
Other panelists emphasized that affordable and sufficient spectrum allocation is vital for 5G rollout and bridging the digital divide, calling for regional harmonization and innovative technologies such as satellite and Wi-Fi-based solutions to connect underserved areas.
Dr. Masanori Kondo, Secretary General of APT, lauded PTA’s efforts for fostering regional collaboration, while PTA Chairman Major General (R) Hafeez ur Rehman, HI (M), SI, reaffirmed Pakistan’s leadership in promoting regulatory harmony, ICT resilience, and digital inclusion.
He said SATRC-26 reflects the shared vision of a connected and innovative South Asia through collective regional action and emerging technology adoption.
