Vitol enables Pakistan’s first production and delivery of IMO-compliant fuel oil

Vitol has successfully facilitated the first production and delivery of International Maritime Organisation (IMO)-compliant fuel oil in Pakistan, marking an achievement for the country’s energy and maritime industries. The fuel was produced from US crude oil that arrived at the Cnergyico refinery in October 2025.

According to a news report, the fuel, a very low sulphur fuel oil (VLSFO), was delivered by the Vitol-owned, Singapore-flagged barge Marine Ista, which became the first bunker barge to load directly from Karachi Port Trust Oil Pier. It then supplied the VLSFO to a vessel owned by MSC at the DP World Port Qasim Authority, marking the largest VLSFO stem ever delivered in Pakistan.

This milestone represents the first large-scale production of IMO-compliant low sulphur fuel oil in Pakistan, produced at the country’s largest refinery, Cnergyico. The project is part of an ongoing collaboration between Vitol and Cnergyico, with Cnergyico committed to supplying VLSFO to Vitol on a continuous basis.

Ammar Hussaini, of Vitol Bunkers, expressed pride in the partnership, stating, “We are delighted to be partnering with Cnergyico on this milestone for Pakistan. Our global network of bunkering locations continues to expand, offering our customers greater flexibility and energy supply options.”

The Marine Ista, capable of supplying up to 6,800MT of marine fuel in a single delivery, will serve new bunkering locations in Karachi Port, Port Qasim, and Karachi Anchorage. These locations will support the growing demand for sustainable fuel solutions in the global shipping industry.

Cnergyico’s Director, Aumar Abbassciy, also praised the new venture, highlighting its importance for Pakistan’s maritime capabilities. “Our partnership with Vitol continues to evolve and this latest initiative enhances Pakistan’s capacity to serve the global shipping industry with sustainable fuel solutions.”
